Martinique (FWI) conducted Avian influenza simulation exercise, 17 May, 2018

A simulation exercise on Avian Influenza (AI) was conducted on May 17, 2018 in Martinique. It aimed to test the capacity of Martinique's competent authorities to react to the introduction of highly pathogenic AI virus transmissible to humans. The exercise was focused on the cross-sectorial collaboration and assessment of internal communication between services.

The simulation exercise was held in three locations: 1/ central level, at the Operational Departmental Center (COD): the crisis management body activated by the Prefect when a disaster occurs in the department; 2/ at the local representation of the Ministry of Agriculture (DAAF); and 3/ in the farm area to practice on zoning, confinement and decide on destruction means and disposal of carcasses. It gathered various stakeholders such as officials from the veterinary services, members of the GDS (Sanitary Defense Group), private veterinarian, firemen, SAMU (Emergency Medical Service) and administrative staff from the prefecture
 
 The exercice was evaluated by 3 members from Guadeloupe veterinary services (2) and CIRAD (1) and by 3 staff from Martinique: DAAF and Prefecture.
 
  The objectives for the exercise were to:

  •  Test the Avian influenza emergency response plan;
  •  Demonstrate effective communication among local civil protection, local agriculture emergency operation centers and field teams;
  •  Refine policies and procedures for engaging/requesting support during an Avian Influenza response; and
  •  Identify gaps in available resources and policies that would be needed to effectively respond to an Avian Influenza outbreak.
